Victoria Independent School District has achieved the highest possible designation under the state’s Financial Integrity Rating System of Texas (FIRST), earning a Superior (“A”) rating for the 2023-24 preliminary cycle with a score of 98 out of 100 points.
This 2025 rating, announced by the Texas Education Agency (TEA), evaluates the district’s performance on various financial accountability measures, including the quality of its annual audit, the transparency of financial disclosures, debt management practices, and the maintenance of adequate fund balances.
FIRST was created by the Texas Legislature in 2001 to ensure that public schools use taxpayer dollars wisely and maintain strong fiscal oversight. Districts are graded annually, with a Superior rating reserved for those demonstrating exemplary financial management and compliance with state requirements.
A 98-point score places Victoria ISD among the top-performing districts statewide in financial integrity. The recognition highlights the district’s ability to sustain sound fiscal health while supporting academic programs and student services.

A public hearing will be held at the School Board meeting on October 16, 2025, to present rating results to the Board of Trustees and the community.
