Victoria ISD proudly celebrates Rachel Lowrey, secondary educator at the Career & Technical Education Center, who has been named the 2025 Region 3 Secondary Teacher of the Year by the Region 3 Education Service Center.
Each year, Region 3 ESC honors two outstanding teachers, one elementary and one secondary, for their excellence in education, innovative teaching practices, and meaningful contributions to their students, campuses, and communities. Lowrey was selected from among top educators across the Region 3 area for her passion, dedication, and proven impact in the classroom.
Lowrey currently serves as a CTE Health Science Teacher, where she teaches the Practicum in Health Science course, where students learn the hands-on skills to assist in providing excellent patient-centered healthcare and can earn an industry-based Certified Clinical Medical Assistant (CCMA) certification. She teaches with intention, creating real-world scenarios and setting high standards for professionalism and conduct. Her students are industry and service-ready when they complete the course and have experienced an extremely high success rate on the CMA certification exam.
Her journey in education began in 2014, and over the years, she has taught fifth grade writing and social studies, third grade science and social studies, was a Gifted and Talented coordinator for third grade and participated in elementary Universal Interscholastic League (UIL), taught eighth grade science at Cade Middle School, and now is in her fourth year as instructor at CTE Center. She has been a high school cheer sponsor and has taught STEM science camps every summer for the last six years for VISD. She is a mentor for new teachers and has served on several district leadership teams.
Known for her ability to connect with students and her commitment to academic excellence, Lowrey has built a reputation as a teacher-leader who inspires both students and colleagues. Her classroom is characterized by engaging activities, real-world lessons, and teaching students not just to provide medical services, but to care.
As Region 3’s Secondary Teacher of the Year, Lowrey will now advance to compete for Texas Secondary Teacher of the Year honors.
VISD congratulates Rachel Lowrey on this outstanding achievement and is proud to have her represent the district and the teaching profession at the regional and state levels.
